Made sure this looks the same as gc:fillArc, which had some places with more enters. And added a See Also to gc:fillArc

Zirconium: After my testing, it seems as though it isn't finish angle, but the turning angle the arc makes. Maybe it has changed actually, I wouldn't know that.
